I created an empty project and tried to Add Service reference by giving the URL?wsdl. The exception is just saying that a timeout was reached, but this request threw the exception long before my allotted two minute timeout, just as my earlier posts had indicated.  As Does the reciprocal of a probability represent anything? The solution was to get new certificates with better and supported encryption algorithms and set them up in IIS on my machine.
